All five returned a ballot: three for Cypress Aquatics, one for Blue Harbor Pool Care, and one abstention. Abstentions count toward quorum and toward no option, so four votes are decisive. Under "more than half of the votes cast", the board selected Cypress Aquatics with three of the four decisive votes.
